MOSCOW -- U.S.-Russian relations will deteriorate badly during President George W. Bush's second term, a Russian expert warned Tuesday.
"I do not see any grounds for optimism and do not believe that it is going to be easier for Russia to build relations with the United States during the Republican rule," Viktor Kremenyuk, deputy director of the USA-Canada Institute told the RIA Novosti news agency in an interview. During his second term, Bush will conduct a different policy because he does not need to please the American electorate anymore. He will take more risks and daring measures than he did during his first term in the office, Kremenyuk said. Bush will seek to build an American global empire, where the United States will make key decisions and put forward tougher demands towards its allies and other countries," the analyst said. "We are facing a difficult period in the history of Russian-U.S. relations. That is probably the reason why Colin Powell decided to resign," he said. Kremenyuk also warned that if the Western powers did not see clear signs of Russia's movement toward democracy, they would toughen their policies, make fewer concessions and increase their demands.
