JOHANNESBURG, South Africa -- South Africa is a "powder keg" because millions are living in "dehumanizing poverty," Archbishop Desmond Tutu said Tuesday.
Speaking at the Nelson Mandela annual lecture in Johannesburg, Tutu attacked the black economic empowerment program for further enriching already wealthy blacks, the BBC reported Tuesday. "What is black empowerment when it seems to benefit not the vast majority but an elite that tends to be recycled?" he asked. "Grueling, demeaning, dehumanizing poverty" experienced by millions of South Africans was the biggest threat to the country's security, he added, "We are sitting on a powder keg." Tutu suggested citizens adopt a poor family by giving them $16 to $32 a month or pay their childrens' school tuition. Copyright 2004 by United Press International
