SANTIAGO, Chile -- Massive security measures are planned for this week's Asia-Pacific Economic Cooperation meeting in Chile. At least 3,500 police officers will be on duty as President George W. Bush and other heads of state converge on Chile's capital, Santiago, for the first APEC meeting ever held in South America.
In his first trip out of the United States since his re-election Nov. 2, Bush will join leaders from Russia, China, Japan and other nationss for an event that has already sparked rallies against APEC and Bush.
One of the protests turned violent and resulted in 20 arrests.
The government of Chile is so concerned about security that it has declared a national holiday for next Friday, when the world leaders arrive.
