The move is timed to coincide with the first visit to Srinigar in Kashmir by Indian Prime Minister Manmohan Singh, who was elected in May.
He first announced last week India would reduce its troop numbers because of a decrease in violence between Indians and Islamic Pakistanis. The number of troops was not disclosed.
The two countries have gone to war twice over the region, but began peace negotiations earlier this year. Last month, Pakistani President Pervez Musharraf outlined a series of proposals to resolve the issue, including removing all troops and jointly administering the territory.
However, Monday night, six people were killed in two incidents involving gun-toting Islamists.
More than 40,000 people have died since the dispute turned violent in 1989.
